FY 2022 RAISE Grant - Connect Greene County

Welcome to Greene County’s Fiscal Year 2022 RAISE Grant application website.


Since 2004, Greene County residents have consistently requested multimodal pathways that connect the rural two-thirds of the county with the economic centers of the Town of Stanardsville and the Ruckersville U.S. 29 corridor. Tourism has become a major economic driver in the region and the coronavirus pandemic put a spotlight on the need for more outdoor recreational activities in Greene County.


Greene County has submitted to the U.S. Department of Transportation a Rebuilding American Infrastructure with Sustainability and Equity (RAISE) planning grant for fiscal year 2022. The goal of the grant is to create a regional comprehensive multimodal transportation plan for the County of Greene and the Town of Stanardsville. Activities and Scope of the work include:

Background Data Collection, 3-6 months:

  • Project Study Area
  • Planimetric data (topography, location of rivers, streams, wetlands, buildings and roads
  • Master plan/zoning information
  • Traffic counts
  • Ridership forecasts
  • Other transportation projects or planning efforts in the study area
  • Environmental features
  • Noise sensitive locations
  • Flood plain areas
  • Existing accident data, road geometry, traffic controls and so forth

Scoping, 1-6 months:

  • Confirming the project purpose and need
  • Beginning environmental review process
  • Determine level of environmental document and need for water quality permits
  • Identify stakeholders
  • Establish project team
  • Hold an initial scoping team meeting
  • Develop an initial design
  • Hold first public hearing

Preliminary Engineering Phase, 8-12 months:

  • Feasibility study developed
  • NEPA studies conducted
  • Design of roadway, structures, and bridges
  • Traffic control devices
  • Equity analysis
  • Value engineering to identify function and worth of the project
  • Determining right of way and utility impacts
  • Public hearing

Environmental engineering, 6 months:

  • Environmental studies completed on preferred design
  • Obtain design approval from the Commonwealth Transportation Board (must approve before any right of way acquisition can begin)
  • Final Right-of-Way Plan developed, including appraisal of the land

Post-Assessment, 6 months:

  • Present plan and to Board of Supervisors and VDOT & CTB
